Gas line contract needs to benefit the people

The Alaska Gasline Port Authority's all-Alaska gas line appears to be in the best interests of the public, judging by the polls asking Alaskans which gas line proposal they would like to see pursued in Alaska. In the Alaska Constitution (Article 8, Section 8.1), it clearly points out, "It is the policy of the State to encourage the settlement of its land and the development of its resources by making them available for maximum use consistent with the public interest." It seems, for some reason, the Murkowski administration has forgotten to mention maximum benefit is not solely for the benefit of the state's treasury department, but also for the benefit of the public - the very public who technically owns the resources to begin with.
